Specifically, the Official Letter sent to the Ministers of: Industry and Trade, Finance, Public Security, Information and Communication; Government Inspector General; Chairman of the Committee for Management of State Capital at Enterprises; Chairman of the Members’ Council, General Director of the Vietnam National Oil and Gas Group; Chairpersons of People’s Committees of provinces and centrally run cities clearly stated:
Petroleum is a strategic, important and sensitive commodity that easily affects people’s psychology and directly affects macroeconomic stability, therefore, it must be managed and operated in a scientific and strict manner. strictly, in accordance with the provisions of the law. In recent years, the world petroleum market continued to be complicated, and crude oil prices on the world market tended to increase. In the country, there is a situation where a few petrol retail stores are closed, not selling, affecting production and daily life of people in some localities. To ensure the balance between supply and demand of petroleum products to meet the needs of the domestic market and support socio-economic recovery and development, the Prime Minister requested ministries, agencies and localities to implement urgently and seriously the directives of the Government leaders in Document No. 04/TB-VPCP dated January 28, 2022, No. 36/TB-VPCP dated February 10, 2022, No. 07/TB-VPCP dated 22 February 2022 and related documents, which focus on the following tasks and solutions:

To assume the prime responsibility for, and coordinate with the Committee for the Management of State Capital at Enterprises, to work with the Vietnam Oil and Gas Group and relevant agencies and units to determine the output commitments of petroleum producing enterprises. in the country in the coming time, as a basis for the import of petroleum to meet market demand.
In addition, assume the prime responsibility for, and coordinate with the Ministry of Finance and relevant agencies in, proactively managing petrol and oil prices according to their competence and regulations in Decree No. 83/2014/ND-CP dated September 3, 2014 of the Government. on petroleum trading (Decree No. 83/2014/ND-CP) and Decree No. 95/2021/ND-CP dated November 1, 2021 of the Government amending and supplementing a number of articles of Decree No. 83 /2014/ND-CP (Decree No. 95/2021/ND-CP), in accordance with the direction of Government leaders in Document No. 1086/VPCP-KTTH dated February 18, 2022, ensuring inflation control , stabilize the macro-economy, support socio-economic recovery and development.
In addition, actively coordinate with the Ministry of Information and Communications, the Ministry of Finance and relevant agencies to provide complete, timely and accurate information on the situation of petroleum production, import, and distribution. administering petrol and oil prices and the direction of the Government and the Prime Minister on this issue, and at the same time publicizing violations in petrol and oil trading activities and handling measures on mass media. they let people and businesses know, creating stability of the petroleum market.
The Prime Minister also requested the Ministry of Finance to assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade and relevant agencies in, urgently studying and proposing a plan to adjust the tax policy on environmental protection for petroleum products. On the side of the Ministry of Public Security, strengthen the implementation of measures to prevent and strictly handle law violations related to the production, import, trading and distribution of petrol and oil.
For the Government Inspectorate, supplementing the inspection plan for 2022 on the observance of policies and laws in the state management of petroleum in order to promptly detect loopholes and inadequacies in petroleum business activities. , propose handling measures according to regulations; report to the Prime Minister.
The Committee for Management of State Capital at Enterprises, the Vietnam National Oil and Gas Group (PetroVietnam) proactively implement measures and solutions according to its competence; closely coordinate with the Ministry of Industry and Trade in performing the tasks at point 1 above.
Finally, the People’s Committees of the provinces and centrally-run cities closely inspect and supervise the petrol and oil sales of petrol and oil retail stores in the area, ensuring there is no interruption; requesting petroleum trading enterprises in the area to commit to strictly comply with the provisions of Decree No. 83/2014/ND-CP and Decree No. 95/2021/ND-CP; inspect and examine the observance of the law in petrol and oil business activities at petrol and oil retail stores in the area, the compliance with regulations on price listing and selling at the right listed price, and time to register for sale.
