Warning of the risk of power shortage from 2022, the Ministry of Industry and Trade requested to speed up the project construction and import electricity

One of the solutions to ensure electricity supply in 2022 and the following years of the Ministry of Industry and Trade is to review projects that are likely to accelerate construction and operation progress and speed up negotiations. signing and implementing electricity import contracts from China and Laos.

Minister of Industry and Trade Nguyen Hong Dien has just reported in writing to the Prime Minister on the situation of electricity supply; and at the same time give urgent solutions to ensure electricity supply in 2022 and the following years.

Specifically, the Ministry of Industry and Trade expects that the total additional new source capacity in 2022 will reach  3,164 MW, including 1,930 MW of thermal power,  1,244 MW of hydroelectricity, of which  1,132 MW small hydroelectricity.

Therefore, the Ministry is directing the Vietnam National Oil and Gas Group to focus all efforts on promoting the Thai Binh 2 thermal power project (1200 MW) to strive to connect to the power grid of unit 1 by May 2022.

At the same time, in the report, the Ministry of Industry and Trade and Electricity of Vietnam (EVN) offer 5 main “solutions”.

Firstly, conducting a review of power projects  under construction and putting into operation  in the period of 2021-2025, proposing solutions to  ensure the set progress, proactively remove difficulties and obstacles. in investment, construction and operation of power source and grid projects.

Second, review projects that are likely to accelerate the “construction” and “put into operation” schedule to add early power supply capacity in the period from now to 2025.

Accordingly, the Ministry of Industry and Trade will assign a specialized unit to review the power source and grid projects already included in the master plan and plan, and have solutions to accelerate the implementation progress.

At the same time, he directed EVN to study more solutions to safely operate the power system, especially in the condition that the percentage of renewable energy sources is high. In the immediate future, the works in the North will be reviewed in advance to prevent lack of resources.

Third, urgently deploy construction of transmission lines and substations to release capacity of existing projects, especially renewable energy projects.

Accordingly, the Ministry of Industry and Trade will organize to review and direct EVN to accelerate the progress of all power grid projects to ensure the release of the capacity of built-up power sources, including renewable energy sources. create.

The objective requires not to allow the built-in power sources to be limited in capacity due to overload. While waiting for the Electricity Law to amend regulations on transmission monopoly, it is necessary to increase investment attraction of power plant investors in connection works.

Fourth, direct EVN to speed up negotiation, signing and  implementation of  import contracts  of electricity from China and Laos.

Fifth, the Ministry of Industry and Trade continues to direct EVN to implement solutions to ensure operation safety, including directing power plant investors to ensure the management and maintenance of generating sets. safe and stable operation; directing EVN to safely operate the power grid system, especially the North-South 500kV power transmission system and the power transmission system…

“The Government’s early approval of the National Power Development Plan for the period 2021-2030, with a vision to 2045 (Power Master Plan VIII) is an important solution to reduce the risk of power shortage in the near future, meeting the requirements of power generation development. development of the country’s economy, after COVID-19”, said the Ministry of Industry and Trade.
