The Trade Remedies Administration (Ministry of Industry and Trade) said that recently, the Ministry of Industry and Trade issued Decision No. 1975/QD-BCT on the application of official anti-dumping measures to a number of rectangular steel products. H is from Malaysia. Accordingly, the Ministry of Industry and Trade maintains anti-dumping measures previously applied under Decision No. 1162/QD-BCT dated April 2, 2021.
The Ministry of Industry and Trade began investigating the case on August 24, 2020. The investigation process is carried out in accordance with the provisions of the World Trade Organization, the Law on Foreign Trade Management and related legal documents.
On the basis of information collected from related parties, the Ministry of Industry and Trade has carefully considered and assessed the level of dumping of H-shaped steel products imported from Malaysia, the damage to the manufacturing industry in the region. as well as an assessment of socio-economic impacts, including impacts on downstream industries and consumers.
Previously, H-shaped steel products originating from China were subject to anti-dumping duties since 2017. Before 2017, Malaysia did not produce and export H-shaped steel products to Vietnam. However, after Vietnam applied anti-dumping tax on H-shaped steel to China, Malaysia’s export turnover of this product to Vietnam increased dramatically, to more than 213 billion dong in 2019 and 848 billion dong in 2019. copper in 2020. Therefore, there are indications of H-shaped steel being manufactured in Malaysia and then exported to Vietnam in order to evade anti-dumping duties imposed on China’s H-shaped steel.
After considering the socio-economic impacts and the current supply-demand situation, the Ministry of Industry and Trade decided to impose an official anti-dumping tax on some H-shaped steel products of Malaysian origin at the rate of 10 ,sixty four%.
This tax rate is lower than the tax rate applied to H-shaped steel imported from China (about 22% on average) and also much lower than the proposed tax rate of the domestic industry (16.30%). ). This decision to impose anti-dumping duty may be periodically reviewed and adjusted in accordance with the law.
